    The Declaration on Global AI Governance Promotes the Development of Trustworthy, Safe, and Responsible AI Technologies

    Artificial intelligence (AI) is a new frontier in human development, bringing significant opportunities but also accompanying unpredictable risks and challenges that require collective action from the international community. In response to this challenge, United Nations Secretary-General António Guterres has called for the establishment of a specialized global oversight body to ensure the safe operation of AI technologies and collectively safeguard the fairness, security, and prosperity of the digital world.

    On October 13, the World Digital Technology Academy (WDTA) successfully hosted the DWC Digital World Forum in Ningbo, marking the first public event organized by WDTA in China. During the forum, WDTA unveiled the Global Artificial Intelligence Governance Declaration. This declaration has been adopted by the Office of the UN Secretary-General’s Special Envoy on Technology and will serve as foundational material for future discussions of a high-level UN advisory group on AI.

    On October 18, President Xi Jinping proposed a global initiative for AI governance during his keynote speech at the opening ceremony of the third Belt and Road Forum for International Cooperation. He expressed willingness to enhance exchanges and dialogue with countries worldwide to jointly promote the healthy, orderly, and secure development of global AI.

    Both the Global Artificial Intelligence Governance Initiative and the Global Artificial Intelligence Governance Declaration emphasize the need for countries to strengthen information exchange and technological cooperation in AI governance, discuss the establishment of an international AI governance body within the UN framework, collectively mitigate risks, and establish a widely agreed-upon framework and standard regulations for AI governance to continuously enhance the safety, reliability, controllability, and fairness of AI technology. To further advance AI research, technological innovation, and industry collaboration, the AI Committee of the World Digital Technology Academy has been established to implement the initiatives outlined in the declaration through the continuous publication of rule guidelines, technical standards, and collaborative efforts. WDTA has developed a series of action plans, including the release of AI-STR (Safe, Trusted, Responsible) standards and the establishment of AI safety labs, aimed at helping AI companies better meet UN and national regulatory compliance requirements.

    The goal of WDTA is to ensure its inclusivity and neutrality within the UN framework and to become a global leader in digital technology innovation, fostering a shared future for humanity in the digital age and ensuring that no one is left behind to address global challenges and promote the sustainable development of the digital economy.

    With the release and promotion of the Global Artificial Intelligence Governance Declaration, it is anticipated that international oversight and guidance on AI technology will gradually strengthen, enabling it to better serve global public interests.

    Key Action from UN World Summit for Social Development: WDTA and UNRISD Sign Cooperation Agreement to Co-host 2026 Digital World Conference

Kah, Chair of the UN Commission on Science and Technology for Development (CSTD), and Academician Li Yuhang, Executive Chairman of the Board of WDTA, marks a new stage of in-depth collaboration between the two parties in advancing global digital inclusive development.
